Sand... easy to knock it up there and have it stop dead or spin back a foot especially going uphill with it.
Probably the sand so you can send it at the flag and hopefully get it to stop with some spin.
The sand shot...the shot from the rough is the sucker bet, for inexperienced players who are unable or unwilling to lay one out of a bunker.
Just ran across this one. Sand for me any time with one exception. After a heavy rain give me the rough. Sand doesn't seem to cooperate for me when is is very wet
